You just go into the PvP lobby, and equip the elite specializations. They can only go into the third slot. If you're looking for builds, I think metabattle and snowcrow have a few that could give you ideas. I would advise you to try the weapon that comes with the spec too. Can always layer on some condi damage to increase bleeds and torment, but you can do plenty of consistent damage off of power short bow, especially if using Shiro stance. Renegade is the one you can get the most use of in terms of different builds, but it's probably a bit harder than the other two to play.
